In almost every case, yes. Across 29 Charlotte-area HOA documents published online and read in full on August 15, 2026, 28 require written architectural approval before exterior painting begins. What varies is the same-color repaint: only 5 documents explicitly exempt repainting in the existing color, 3 explicitly require approval anyway, 2 contradict themselves, and 19 never address it at all. Not one of the 29 sets an LRV cap on color — the real limit is usually that your color cannot match a neighboring house.

How this index was built

Data collected August 15, 2026. Every figure links to its public source. Each row was produced by opening the association's own architectural document — a PDF, a recorded declaration, or a public ARC page — and reading it in full. Quotation marks in this index mean the words are verbatim from that document. Nothing was summarised from a third-party article, a real estate listing, or an AI summary.

Every one of these documents was already public. What did not exist, as far as we could find, was one place to read them side by side.

Honest limitations

  • "Not stated" means the published text is silent — not that no rule exists. Recorded CC&Rs, board resolutions, separate fine schedules and separate color palettes may exist that are not published or not linked.
  • This is not a census. It is the set of Charlotte-area associations whose architectural documents were publicly reachable without a login. Hundreds of others exist.
  • Documents are amended. Skybrook's current guidebook drops a tiered fine schedule that its own superseded revision still carries online. Several documents here are undated.
  • Two sources are scans. Quotes from the Highland Creek Design Plan and The Sanctuary at Lake Wylie guidelines were confirmed through the OCR text layer of those PDFs.
  • Four documents were written for builders. Abbington, Falls Cove, Harbor Watch and The Sanctuary are organised around new construction; repainting an existing home is reached through a remodeling clause rather than its own section.
  • Where a document contradicts itself, both readings are printed. We did not pick a winner.

Eight things that only show up when you read all 29

Finding 1

Not one document sets an LRV cap

Light reflectance value is the number homeowners expect to be regulated, and across all 29 documents it never appears as a limit. The constraint that actually exists is relational, not photometric: Davis Lake bars a color matching the house immediately adjacent, Millbridge bars a same-or-similar color “within close proximity,” and Skyecroft and Weddington Acres print it in capitals — no wall colors that are on homes in visual proximity. Boards are not policing brightness. They are policing repetition on a street.

Finding 2

The same-color repaint is the largest published gap

Of 29 documents, only 5 say plainly that repainting in the existing color needs no application — Lawson, Morrison Plantation, Verdict Ridge, Sun City Carolina Lakes and Regent Park. Three say the opposite in unmistakable terms: Davis Lake capitalizes “ALL painting, whether maintaining existing color... or changing colors MUST be approved,” and Skybrook and Creekshire reach the same result. The remaining 19 are simply silent. Silence is the risky category, because the enforcement clauses in those same documents are not silent at all.

Finding 3

Two documents disagree with themselves

Millbridge grants that owners “may repaint in accordance with the originally approved color scheme,” then opens by stating the guidelines govern “repainting of existing structures” and that repainting without approval risks a fine. Providence Crossing ties the trigger to “another color... other than the color originally approved,” then elsewhere requires that all plans for re-painting be approved. Highland Creek goes further: its homeowner Rules say garage doors should favor light colors, while its builder Design Plan says darker colors are preferred over light. Both quotes are verbatim, in two live PDFs, on one association's website.

Finding 4

Thirty days is the default clock, and it is not the real clock

Sixteen of 29 documents publish a 30-day review window, but almost none of them start the clock on the day you hit send. Millbridge starts it only on a complete submittal and restarts it if the application goes on hold. Regent Park resets it whenever the board requests more information. Skyecroft is the fastest published turnaround at ten business days; Davis Lake runs 45; Lake Norman Community Association runs 60. Seven documents publish no review period at all.

Finding 5

One community inverts the deemed-approval rule

Failure-to-act clauses normally protect the homeowner: at Abbington, Falls Cove, Sheridan, Brandon Oaks, Lawson, Millbridge, Providence Crossing and The Sanctuary, silence past the deadline converts to approval — though most require a second written notice first. Lake Norman Community Association reverses it: “If no notice is sent by the ARC within the sixty (60) days, then the proposed Improvement is deemed disapproved.” In that one community, waiting quietly is the worst thing a homeowner can do.

Finding 6

Template language travels between communities

Skyecroft and Stratford on Providence carry an identical Section 5.6: “Exterior colors are limited to warm earth tones. No pure whites or primary colors may be used.” Weddington Acres carries the near-twin. Abbington and Falls Cove share “Appropriate colors shall be used, and colors shall be used with restraint” and an identical remodeling clause. These are separate associations in different counties running the same drafting lineage, which means a rule you learn in one Union County neighborhood often predicts the rule in the next.

Finding 7

Enforcement is priced by the day, not by the offense

The recurring number is $100 per day — Davis Lake, University Heights, Mallard Trace and Morrison Plantation all land there, with Morrison Plantation publishing a $25 to $100 daily band. Skyecroft goes highest at up to $1,000 per occurrence, with every 24-hour period counted as a separate occurrence. The Sanctuary at Lake Wylie publishes $500 per day for construction activity started before inspection. Regent Park is the outlier in structure rather than size: its fine is a percentage of annual dues, not a flat figure.

Finding 8

Two clauses reach past the paint job itself

Davis Lake attaches a disclosure duty to a non-compliant color: a seller “must let the buyer know they are purchasing a non-compliant home and may be required to re-paint.” Verdict Ridge runs enforcement in the other direction, listing eight paint-condition criteria — peeling, fading, oil spotting, bleed-through, erosion, bleaching, rot and discoloration — under which the committee may ask an owner to repaint. And Lake Norman Community Association gates the contractor, not just the color: plans must name the contractor's North Carolina contractor license number, and contractors without one “will not be approved for work in the Community.”

Questions homeowners actually ask

Do I need HOA approval to paint my house the same color in Charlotte?

It depends entirely on your association, and most published documents do not say. Across 29 Charlotte-area HOA documents read in full on August 15, 2026, only 5 explicitly exempt a same-color repaint (Lawson, Morrison Plantation, Verdict Ridge, Sun City Carolina Lakes, Regent Park), 3 explicitly require approval anyway (Davis Lake, Skybrook, Creekshire), 2 contradict themselves, and 19 never address it. If your document is silent, submit the application — the enforcement sections in those same documents are not silent.

How long does HOA approval take for exterior painting in the Charlotte area?

Thirty days is the most common published window — 16 of 29 documents state it. The published range runs from ten business days (Skyecroft) to sixty days (Lake Norman Community Association), with Davis Lake at forty-five. Seven documents publish no review period at all. Note that most 30-day clocks start only when the application is complete, and requests for more information typically restart them.

Can my HOA fine me for painting without approval?

Yes, where the document says so. Davis Lake publishes $100 per incident plus up to $100 per day and a possible lien; University Heights and Mallard Trace publish up to $100 per day after a hearing; Morrison Plantation publishes $25 to $100 per day; Skyecroft allows up to $1,000 per occurrence with each 24-hour period counted separately. Several associations instead reserve the right to restore the property and bill the owner, or to require the work removed at the owner's expense.

Do Charlotte HOAs limit paint colors by LRV?

No document in this index sets an LRV (light reflectance value) cap — zero of 29. What they do restrict is relational and descriptive: no color matching an adjacent or nearby home (Davis Lake, Millbridge, Skyecroft, Weddington Acres), warm earth tones only with no pure whites or primary colors (Skyecroft, Stratford on Providence), and subdued or restrained colors (Abbington, Falls Cove, The Sanctuary at Lake Wylie). Verdict Ridge is the only one to cap sheen instead, approving an angular sheen of 0 to 25 degrees.

What do I have to submit with an HOA exterior painting application?

Nearly every document asks for a physical or digital color sample. Weddington Ridge requires color chips or siding samples attached to the form. Lawson requires the sample painted onto a three-by-four-foot area on an inconspicuous rear wall or door. Verdict Ridge requires manufacturer color numbers by location and new colors painted directly onto the house. Skyecroft requires digital photos of samples, then actual finished materials on a sample board. Several also require a stamped survey, the contractor's details, and start and completion dates.

What happens if my HOA never responds to my painting application?

In most documents, silence eventually works in your favor — Abbington, Falls Cove, Sheridan, Brandon Oaks, Lawson, Millbridge, Providence Crossing and The Sanctuary all contain deemed-approval clauses, though most require you to send a second written notice of failure to act before approval is presumed.
