Painting a Restaurant That Opens Again at Eleven

Independent restaurants, cafes, bakeries, breweries and taprooms, coffee shops, small commissary and prep kitchens across the Charlotte metro. A food-service repaint is not a room with different colors. It is a wall the health code has an opinion about, a grease film that defeats adhesion, an eight-hour recoat window that does not care about your closing time, and a dining room that has to look finished by service. What does the health code actually require of restaurant kitchen walls and ceilings?

It sets a performance standard for the surface, not a paint product. FDA Food Code 2017 § 6-101.11(A) requires indoor floor, wall and ceiling materials to be smooth, durable and easily cleanable where food establishment operations happen, and nonabsorbent in food prep, warewashing, walk-in and toilet areas. Section 6-201.16(B) is the clause that most directly touches paint work: except in dry storage, concrete, porous block or brick used for indoor walls must be finished and sealed to give a smooth, nonabsorbent, easily cleanable surface. North Carolina adopts the 2017 Food Code by reference at 15A NCAC 18A .2650, readopted effective October 1, 2021, and the state's Chapter 6 amendments leave those surface rules intact.

The block wall is the clause that matters

Most of Chapter 6 of the FDA Food Code governs construction, not painting. One clause is different. Section 6-201.16(B) states that “Except in areas used only for dry storage, concrete, porous blocks, or bricks used for indoor wall construction shall be finished and SEALED to provide a SMOOTH, nonabsorbent, EASILY CLEANABLE surface,” and § 6-201.11 separately requires walls, wall coverings and ceilings to be “designed, constructed, and installed so they are SMOOTH and EASILY CLEANABLE.” Half the back-of-house kitchens in Charlotte’s older retail strips and converted mill buildings are bare or minimally coated CMU. Rolling two coats of wall paint over open block does not close the pores and does not produce a smooth surface — the mortar joints and the block texture stay exactly as absorbent as they were.

The system that answers that clause is a block filler followed by a catalyzed or pre-catalyzed epoxy. Sherwin-Williams’ Commercial Facility Guide Specification lists, under “Restaurant/Restroom/Corridor,” a CMU wall build of Loxon Block Surfacer A24W200 as filler plus two coats of Pro Industrial Water Based Catalyzed Epoxy (B73-300/B73-360) or Pro Industrial Pre-Catalyzed Waterbased Epoxy (K45/K46). For concrete floors the same guide specifies “Medium/Heavy Duty (Kitchen Areas, Food Service, Restrooms, Labs, Corridors)” as two coats of ArmorSeal 1000 HS Epoxy, B67-2000 Series. Those are manufacturer guide specifications, not regulations, and both documents are older printings — we confirm the current system with a Sherwin-Williams rep before writing it into a scope. Grease is the prep problem, not the paint problem

Every surface near a fryer or a flat-top carries an aerosolized cooking-oil film, and it is on the ceiling as much as the walls. Nothing bonds through it. A restaurant repaint that fails in four months almost always failed at the wash, not at the coat: the crew degreased at eye level, skipped the ceiling deck and the wall above the hood line, and the film underneath released the new film with it. The prep sequence we write and price is degrease, rinse, dry, then abrade and spot-prime — itemized under surface preparation, with kitchen and dining ceiling decks under ceiling painting and impact damage, anchor holes and old shelf standards under drywall repair. Here is a claim we deliberately do not make. “Grease-resistant coating” is a phrase competitors use as if it were a tested specification. It is not: no manufacturer data sheet we could retrieve publishes a grease or cooking-oil resistance result. The Sherwin-Williams K45/K46 sheet’s ASTM D3023 stain list covers mustard, grape juice, lipstick, coffee, alkali and acetic acid — grease appears nowhere on it. What the sheet does publish is worth more anyway, because it describes how the wall survives your closing routine: scrub resistance of 500–600 cycles per ASTM D2486, and “Excellent Resistance” per ASTM D1308 to distilled water hot and at room temperature, ethyl alcohol, vinegar (3% acetic acid), 10% sodium hydroxide, 10% sulfuric acid, and 10% Fantastik soap. That is a washable finish that stands up to repeated degreaser cleaning — which is the actual requirement, stated without inventing a test.

The eight-hour recoat sets the schedule, not the closing time

Restaurant work happens after close, and everyone knows it. Worth noting precisely why: the Food Code’s § 6-501.12(B) says cleaning shall be done “during periods when the least amount of FOOD is exposed such as after closing.” That is a cleaning provision, not a painting provision — no rule requires painting outside operating hours. It is simply the same logic, and it is why after-hours phasing is standard practice rather than a favor.

What governs the sequence is coating chemistry. The K45/K46 sheet lists, at 4.0 mils wet, 50% relative humidity and 77°F, touch dry at 1 hour and recoat at 8 hours, with a recommended spread rate of 350–400 sq ft per gallon at 4.0 mils wet / 1.5 mils dry. It also warns that if the product “dries 72 hours or longer it must be sanded before it is recoated,” which is what turns a stretched-out schedule into extra labor, and it puts full cure at approximately 5–7 days. Practically: two coats plus degreasing cannot honestly be promised inside one overnight closure, a weekly dark day is worth more than four short nights, and the new film should not meet a degreaser for about a week. We write the phasing into the estimate by zone — line, dish pit, walk-in surround, prep, restrooms, dining, bar — so you know which zone reopens each morning. Waterborne epoxies are lower odor than solvent systems; they are not odorless, and we will not tell a bar staying open behind a poly barrier that they will smell nothing.

Plan review, finish schedules, and grades

If your project is a remodel or a change of operation rather than a refresh, paint stops being cosmetic and becomes a line in a submittal. NC Food Code § 8-201.11 requires plans be submitted for review and approval before “the remodeling of a FOOD ESTABLISHMENT or a change of type of FOOD ESTABLISHMENT or FOOD operation … if the REGULATORY AUTHORITY determines that plans and specifications are necessary,” and § 8-201.12(C) lists “Proposed layout, mechanical schematics, construction materials, and finish schedules” among required contents. Finish schedules are where wall and ceiling coatings appear. Mecklenburg County Environmental Health states that plan review “is required prior to the construction and operation of any new or remodeled establishment,” with plans submitted to Mecklenburg County Code Enforcement at 2145 Suttle Avenue and franchise or chain plans routed to the NCDHHS Plan Review Unit. That submission is the permit applicant’s obligation — we supply coating detail for someone else’s package and approve nothing.

On grades, the honest framing is deflationary. NC sets thresholds at 15A NCAC 18A .2662(a) — 90 percent or above is an A, 80 to under 90 a B, 70 to under 80 a C, with permits revoked below 70 — and the grade card must be black on a white background with the rating 1.5 inches in height. But 15A NCAC 18A .2661(d)(55) caps violations “related to physical facilities installed, maintained, and clean” at no more than 1 point. A repaint is a cleanability and condition decision, and a guest-facing one. It is not a scoring lever, and we would rather say that than sell you a number.

What a written restaurant scope should specify

Published painting cost guides disagree with each other by as much as 24x — we compared them line by line in painting cost guides compared — which is exactly why a food-service bid should be judged on its written scope rather than its bottom number. Every estimate we issue is written and itemized. Look for these lines on anyone’s proposal, ours included:

  • The degrease step, named and scoped by zone — including ceiling decks and the wall above the hood line, not a single line reading “clean surfaces.”
  • Block filler called out separately from paint wherever CMU or brick is in the scope, since that is the surface § 6-201.16(B) speaks to.
  • Product, series and number of coats per surface, with wet and dry film thickness — kitchen walls, dining walls, ceilings and trim are usually four different systems.
  • The phasing map and the recoat math — which zone is worked each night, and which zone is in service at open.
  • Containment, masking and equipment protection, including who breaks down and re-seats line equipment, shelving and the POS.
  • Cure-period handling instructions given to your closing crew in writing, so a new film is not scrubbed on day two.
  • What is excluded — hoods, ducts, fire suppression, food-contact surfaces, floor coatings if not quoted.
  • Punch walk and sign-off, named person, before final invoicing.

  • Whole-kitchen single-night turnarounds — the specified epoxy recoats at 8 hours and cures in 5–7 days
  • Exhaust hoods, grease ducts, fire-suppression-adjacent work, and intumescent or fire-rated coatings
  • Food-contact surfaces — prep tables, shelving, anything food touches
  • Plan review submission, health department sign-off, or any guarantee of an inspection score
  • Anything requiring OSHA-certified crews — OSHA does not certify painting contractors, and we hold no such credential
  • Lead or asbestos abatement of any kind

Does the health code require epoxy paint in a restaurant kitchen?

No. The FDA Food Code sets a performance standard for the surface, not a product mandate. Section 6-101.11(A) requires indoor floor, wall and ceiling materials to be "SMOOTH, durable, and EASILY CLEANABLE for areas where FOOD ESTABLISHMENT operations are conducted" and nonabsorbent in areas subject to moisture such as food preparation, warewashing, walk-in and toilet rooms. The Code never names epoxy, a sheen, or a product. A coating can help a wall meet that standard; no paint is "code approved," and any contractor telling you a specific can of paint is required by the health department is selling, not citing.

Can you paint our kitchen overnight so we open in the morning?

Not as a blanket promise, and here is the arithmetic. Sherwin-Williams' data sheet for Pro Industrial Pre-Catalyzed Waterbased Epoxy (K45/K46) gives dry times at 4.0 mils wet, 77°F and 50% relative humidity as 1 hour to touch and 8 hours to recoat. Degrease, mask, fill, first coat, wait eight hours, second coat — that does not fit inside a single closure, whatever anyone quotes you. What is honest is phased work: one area per night, in a written sequence, so each morning you know exactly which zone is back in service and which is still tented. The same sheet states the product "is fully cured in approximately 5 - 7 days," so aggressive degreaser scrubbing of the new film should wait about a week.

Will fresh paint raise our sanitation grade?

We will not promise that, because the math does not support it. North Carolina sets grade thresholds in 15A NCAC 18A .2662(a): at least 90 percent is an A, 80 to under 90 a B, 70 to under 80 a C, and permits are revoked below 70. But under 15A NCAC 18A .2661(d)(55), violations "related to physical facilities installed, maintained, and clean" are capped at no more than 1 point. Peeling kitchen wall paint costs at most a single point out of a hundred. Repaint for cleanability, for the room's condition and for what guests see — not as a grade strategy. Anyone guaranteeing you a letter grade is guaranteeing something they do not control.

Do you handle our health department plan review?

No. Under NC Food Code § 8-201.11 the submission belongs to the permit applicant or permit holder — not to a painting contractor. Independent establishments file with the local health department; plans for franchised or chain food establishments are reviewed by the NCDHHS Plan Review Unit, and Mecklenburg routes plans through County Code Enforcement at 2145 Suttle Avenue. What we can supply is the coating detail your designer or permit holder drops into that package, since § 8-201.12(C) lists "finish schedules" among required contents. We fill in a line; we do not sign anything.

Is the coating food safe, FDA approved, or NSF certified?

No agency approves painters or paint jobs, and we will not print a badge implying one does. The furthest honest statement is the manufacturer's own: Sherwin-Williams' data sheet for Pro Industrial Pre-Catalyzed Waterbased Epoxy lists "Institutional dining and kitchen areas" among recommended uses and states it is "Suitable for use in USDA inspected facilities." That is a coating maker's statement about a coating — not a government certification of the contractor or of your finished job. It also has nothing to do with food-contact surfaces: we do not coat prep tables, shelving, or anything food touches, and we claim no NSF or FDA listing for wall paint.

Do you coat exhaust hoods, grease ducts, or apply fire-rated coatings?

No. Hood and grease-duct work and anything adjacent to fire suppression sits under separate licensing and certification that we do not hold, and intumescent or fire-rated coating systems are a different trade with their own approvals. We paint walls, ceilings, trim, doors, dining rooms, restrooms, back-of-house corridors and millwork. When a scope includes hood or duct work, we say so at the walkthrough and you bring in the contractor who is actually certified for it.
