Refinishing Casework in a Building That Stays Open

Reception desks, conference credenzas, break-room and clubhouse cabinetry, exam-room casework and built-in millwork across the Charlotte metro. The finish a factory puts on new casework and the finish anyone can put on installed casework are two different chemistries with two different risk profiles. That distinction is the whole segment.

Can commercial cabinets and millwork be refinished while the building stays occupied?

Yes, but the coating chemistry decides it, not the schedule. Factory millwork is often specified with acid-cured conversion varnish: Sherwin-Williams publishes a Maximum VOC of 414.69–598.77 g/L for Sher-Wood Kemvar, and sells a separate Sher-Wood F3 Kemvar Plus marketed as formaldehyde-free alongside it. At the other end of the same catalog, Ultra-Cure UV Topcoat AM — a 100% solids UV curable coating — publishes 8.49 to 31.05 g/L. That roughly hundred-fold gap is the whole occupied-space conversation: field work in an open building means waterborne systems on what stays put, and removable components finished away from the room.

The chemistry decision comes before the schedule decision

Conversion varnish is what a millwork shop sprays on new casework. Sherwin-Williams calls Sher-Wood Kemvar a “Fast-drying acid-cured water white conversion varnish for interior woodwork,” sells it on “Low formaldehyde content” and “Low HAPS,” and publishes a Maximum VOC of 414.69–598.77 g/L; its Water White Conversion Varnish runs 449.31–614.91 g/L at 35% volume solids. The telling detail is that the same manufacturer sells a separate Sher-Wood F3 Kemvar Plus as a “Formaldehyde free coating at application and on cured parts,” “UL Greenguard Gold Certified for low chemical emissions.”

UV curable coatings sit at the far end: Ultra-Cure UV Topcoat AM is a “100% solids ultraviolet curable coating,” “HAPS free,” Maximum VOC 8.49 to 31.05 g/L. The speed is mechanical, not evaporative — “When the applied coat is exposed to UV light, the initiator absorbs energy and triggers rapid polymerization (curing) of the binder.” Note the context: a line product applied by “various coating equipment” in cabinet and furniture production, not a field material.

Waterborne systems are what actually goes on fixed casework in an occupied suite — chosen for the room, not because they beat a factory finish. Our 2K polyurethane versus acrylic comparison covers where each earns its place.

One nuance competitors garble: EPA's architectural coating limits (40 CFR Part 59, Subpart D, Table 1) cap varnishes at 450 g/L, lacquers including lacquer sanding sealers at 680 g/L, other sanding sealers at 550 g/L and clear shellac at 730 g/L. A conversion varnish at 415–615 g/L still does not “exceed EPA limits” — industrial wood coatings are a separate regulatory category.

Why we will not spray conversion varnish in your building

OSHA's formaldehyde standard, 29 CFR 1910.1048, “applies to all occupational exposures to formaldehyde, i.e. from formaldehyde gas, its solutions, and materials that release formaldehyde.” It sets a permissible exposure limit of 0.75 ppm as an 8-hour TWA, a 15-minute short-term exposure limit of 2 ppm, and an action level — where monitoring and medical surveillance obligations begin — of 0.5 ppm as an 8-hour TWA. Note the ordering people get backwards: the action level sits below the PEL. Exceed either the TWA or the STEL and the employer must establish a regulated area with warning signs and restricted access.

That protects the crew. Occupants are a separate question OSHA does not regulate, and the one your tenants will ask; EPA notes indoor VOC concentrations run “up to ten times higher” than outdoors and advises more ventilation. We run no industrial hygiene monitoring and hold no documented respiratory protection program, so acid-cured CV is not something we spray in occupied space.

What actually happens on site

The job splits along one line: what comes off, and what stays. Removable components — doors, drawer fronts, loose shelving, panels — get numbered to their openings, hardware bagged and tagged, and leave the occupied area with the sanding dust and the atomized coating. Fixed casework — boxes, face frames, toe kicks, scribed reception desks, wall-hung uppers — is finished in place with HEPA-filtered sanding, poly and tape at the openings, and a decision made in advance about whether HVAC runs or is isolated so the air handler does not deliver the work to the next suite. Zero-VOC options are available on request; where your system is not one, the estimate says so.

Substrate drives prep. Commercial casework is rarely solid wood — high-pressure laminate, thermofoil, melamine over particleboard, veneer over MDF, often under a factory catalyzed finish that must be de-glossed and bonded to rather than sanded to bare. Two terms are not interchangeable on a bid sheet: cabinet refinishing renews a wood finish and keeps grain visible; cabinet painting lays an opaque film and is the only route on laminate, thermofoil and MDF, which cannot be stained. The cabinet update decision tool walks that fork.

The standards a millwork spec actually invokes

ANSI/AWI 0400-2022 Factory Finishing is the current standard for architectural woodwork finishing. Effective August 15, 2022, it “succeeds, replaces, and supplants Section 5 of the Architectural Woodwork Standards, Ed. 2 (2014),” its scope is “Factory application of finish technologies to architectural woodwork and related interior finishes,” and it explicitly excludes jobsite finishing, post-delivery repairs and brush-applied topcoats. It also requires the “AWI Finishing System Number or Finishing Technology and Performance Characteristics shall be specified by the design professional.” Where your documents reference AWI, a field refinish sits outside that scope no matter who performs it — an “AWI-compliant” field refinish is a certification that does not exist.

ANSI/KCMA A161.1 is the cabinet industry's performance standard, and its testing is concrete: a door held in a hotbox at 120°F and 70% relative humidity for 24 hours; a hot-and-cold cycle of one hour at 120°F/70% RH then one hour at −5°F; vinegar, citrus juices, ketchup, coffee, oil and alcohol on exposed surfaces for 24 hours, mustard for one; a standardized detergent on door edges for 4 to 24 hours by door type. That is the bar a factory finish is held to — but it certifies cabinets from participating manufacturers. There is no KCMA-certified refinisher.

Lead, and the exception that matters. EPA answers whether the RRP Rule applies to office buildings, stores and other commercial buildings: “No, unless the renovation is taking place in a child-occupied facility that is located in a commercial building.” EPA defines that as “A building, or a portion of a building, constructed prior to 1978, visited regularly by the same child, under six years of age, on at least two different days within any week (Sunday through Saturday period), provided that each day's visit lasts at least three hours and the combined weekly visits last at least six hours, and the combined annual visits last at least 60 hours.” In commercial buildings it “encompasses only those common areas that are routinely used by children under age six, such as restrooms and cafeterias.” A pre-1978 preschool room inside an office park or clubhouse puts the job back under the rule.

Break rooms that are really food establishments. In North Carolina these fall under 15A NCAC 18A .2600, administered through the NC DHHS Environmental Health Services Plan Review Unit, whose role is to ensure “plans for food establishments meet the requirements” of the North Carolina Food Code; the field reference manual NC DHHS publishes is dated October 1, 2021. A staff break room usually is not permitted; a clubhouse kitchen serving residents, or a commissary behind a restaurant front of house, may be — plan review's call, not ours.

What a written millwork scope should specify

Published cost guides disagree by as much as 24x, as our cost guides compared study documents — the argument for judging a casework bid on its written scope, not its bottom number. Lines worth checking on any proposal, ours included:

  • The coating system by product name and its published VOC, not “commercial-grade cabinet finish.” If the answer is a conversion varnish, ask where it is being sprayed.
  • Door and drawer count, and linear feet of fixed casework, counted rather than eyeballed from a photo.
  • Which components leave the space, which are finished in place, and where the removed parts go.
  • Substrate by run — laminate, thermofoil, melamine, veneer, solid wood — because the de-gloss and bonding primer step changes with it.
  • Containment and dust control, including whether HVAC runs or is isolated.
  • Hardware: reused, replaced or re-bored, and who supplies it.
  • Access hours and the phasing map — which openings are back in service each morning with fronts temporarily off.
  • Punch walk and a named sign-off before final invoicing.

  • Acid-cured conversion varnish sprayed in occupied space — no industrial hygiene monitoring, no respiratory protection program
  • Pre-1978 child-occupied facilities — we are not an EPA Lead-Safe Certified Firm
  • Bid packages requiring a payment or performance bond, prevailing-wage or GC-scope work — we are not bonded
  • Work requiring OSHA-certified crews — we hold no OSHA certifications, and OSHA does not certify contractors
  • ICRA barriers or negative-air containment to a healthcare spec — we do not own the equipment
  • Overnight multi-crew turnarounds across a whole property
  • Health-department or Food Code sign-off — that is plan review's determination
  • Manufacturer-authorized or factory-certified applicator status for any coatings brand

Commercial millwork refinishing questions

Can you refinish our reception desk and break-room cabinets without closing the office?

The removable parts, yes. Doors, drawer fronts and loose shelving get tagged to their openings and finished away from the occupied area, taking the sanding dust and the atomized coating with them. Fixed casework — boxes, face frames, a reception desk scribed to the wall — is finished in place with a waterborne system and contained sanding. The scheduling question is not how fast it dries; it is which components leave the room.

Our architect specified a conversion varnish finish. Can you match it in the field?

Not in an occupied building, and we say so at the bid stage rather than after. Conversion varnish is acid-cured: Sherwin-Williams publishes a Maximum VOC of 414.69–598.77 g/L for Sher-Wood Kemvar and sells a separate Sher-Wood F3 Kemvar Plus marketed as a "Formaldehyde free coating at application and on cured parts." OSHA's formaldehyde standard, 29 CFR 1910.1048, sets an action level of 0.5 ppm and a permissible exposure limit of 0.75 ppm as 8-hour TWAs. A CV spec belongs with a shop finisher or the original millwork manufacturer.

Is a field-refinished millwork finish AWI compliant?

No, and neither is anyone else's field work — ANSI/AWI 0400-2022 Factory Finishing explicitly excludes jobsite finishing, post-delivery repairs and brush-applied topcoats from its scope. We can read an AWI-referencing spec and tell you which parts of it a field refinish can and cannot answer. We cannot certify to a standard that excludes what we do.

Does the EPA lead rule apply to our office building or clubhouse?

Usually not, with one exception that matters here. EPA's own guidance asks whether the RRP Rule applies to office buildings, stores and other commercial buildings and answers: "No, unless the renovation is taking place in a child-occupied facility that is located in a commercial building." A pre-1978 daycare, preschool or kindergarten room inside an office park, church or HOA clubhouse flips the job back under the rule. We are not an EPA Lead-Safe Certified Firm, so that work is not ours to take.

You offer UV-cured finishes. Does that apply to commercial casework?

To components we can remove and cure, yes — doors and drawer fronts. Our written warranty is a 6-month workmanship warranty on standard painting, 3-year warranty on UV-cured cabinet finishes. What we will not claim is that a lamp passed over an installed face frame equals a factory line. Sherwin-Williams describes UV curing as a "split-second process" after which treated joinery "can be stacked immediately after curing" — a description of parts moving through a factory, not of casework bolted to your wall.
